These are the international student eligibility for the Public Service - MPS in Canada

  • Successful completion of an Honours Bachelor's degree (or graduate degree), or equivalent from any discipline, with an average of at least 75% in the final two years of the degree.
  • Note: most applicants should select "Master of Public Service, Co-operative Program" during the application process. Only applicants who demonstrate evidence of at least one year of full-time public service experience will be considered for the Master of Public Service regular (non-co-operative) program.
  • Three references, at least two academic

  • TOEFL(ibt): 100
  • IELTS(academic): 7.5
N.B: ELP is not mandatory for all international students. You could apply without ELP if your previous degree's medium of instruction were in English. Students of Ghana, Nigeria, Liberia, for example, are not required to take the ELP test.

Effective May 1, 2012, Waterloo’s guideline for minimum funding for incoming full-time master’s students in the first year of a non-co-op Master of Arts (MA), Master of Fine Arts (MFA), Master of Environmental Studies (MES), Master of Applied Science (MASc), Master of Mathematics (MMATH) (except coursework programs), or Master of Science (MSc) (except coursework programs) is $12,000.

This commitment applies to the first year of full-time enrolment for students in good academic standing. At Waterloo, graduate students may be able to receive funding from various sources such as Teaching Assistantships (TA), Research Assistantships (RA), Graduate Research Studentships (GRS), internal awards, external awards, bursaries and emergency loans.

We offer many funding opportunities to graduate students who demonstrate financial need. The provincial government to encourage excellence in graduate studies at the master’s and doctoral levels. It is a merit-based scholarship and awards are available to students in all disciplines of academic study.
